Poland to maintain Ukrainian bar on food imports
The EU-Ukraine pact, known as the Deep and Comprehensive Free Trade Area (DCFTA), came into effect on Wednesday, granting most Ukrainian goods preferential access to EU markets while protecting sensitive agricultural sectors through quotas, according to reports.
The DCFTA replaces the earlier Autonomous Trade Measures (ATMs), which were introduced following the escalation of the Ukraine conflict in February 2022 to allow Ukrainian grain and other agricultural products to reach global markets. The influx of tariff-exempt Ukrainian produce, however, sparked protests in Poland, Hungary, Slovakia, Romania, and other neighboring countries, with local farmers claiming they could not compete with the cheap imports.
Poland’s Ministry of Agriculture stated: “In Poland, the indefinite ban on the import of wheat, corn, rapeseed, sunflower, and certain processed products from Ukraine remains in effect.” The ministry explained that while the DCFTA includes some mechanisms to strengthen EU agricultural protections, it does not fully accommodate Poland’s proposals to limit the potential impact of Ukrainian imports on domestic farmers.
In a related measure, Warsaw is reportedly preparing to request EU protective actions against Ukrainian steel imports, arguing that duty-free supply is harming local producers. Imports of Ukrainian steel to Poland increased by roughly 50% last year and rose another 27% in the first half of 2025, prompting local manufacturers to seek government intervention.
